Objectives:
- Create a transparent, streamlined, consistent path to
become a surveyor.
- Reduce the roadblocks current candidates are facing
that discouraged them from entering the profession.
- Maintain current standards.
The national Syllabus Review Task Force, facilitated by CCLS, made recommendations
to significantly amend the academic syllabus for the profession.
The syllabus represents the subject areas that are to be covered by a surveying candidate
in order to receive a Certificate of Authorization of Completion of Academic Requirements, or the equivalent certification in Ontario and Quebec.
The harmonization initiative formally began with the
National Harmonization Forum
of March 2004 in Winnipeg. The forum was preceded by the
National Board of Examiners Proposal (pdf)
of 2002 and 2003, and the signing of the
Labour Mobility Agreement
in 2001. The Forum resulted in six association resolutions on harmonization.
These are detailed in the

of the National Harmonizaton Forum.
The results of the work to date in response to the resolutions include:
- A recommended new syllabus with core and elective elements currently being considered by the associations.

- A common
candidates handbook
which outlines the whole qualification process for a candidate in any part of the country,
providing one source of consistent, complete information that can be used by all associations and boards of examiners.
- Documents detailing a process that the Boards of Examiners can cooperatively and systematically:
- review candidates applying for exemption from syllabus requirements,
- encourage post secondary institutions to apply for their courses to be deemed equivalent to syllabus requirements,
- review those applications,
- share and maintain lists of courses that have been granted equivalent status to syllabus requirements, and
- work under a memorandum of understanding related to the above.
- Consistent policies at the association level for recognizing the CCLS accredited programs and
the Board issued Certificates of Completion to create more national consistency and clarity for prospective candidates.
- A study of Association web sites to see how easy it was for an outsider to find information about qualifying as a land surveyor and about articling in particular.
